IHCDA Updates on Emergency Rental Assistance

IHCDA will provide an overview of the Indiana Emergency Rental Assistance program. This session will include a refresher on eligible renters and eligible costs, as well as updates on the current status of the program and recent policy changes.

This overview will be presented by Matt Rayburn, Deputy Executive Director & Chief Real Estate Development Officer at the Indiana Housing and Community Development Authority (IHCDA). 

ABOUT MATT RAYBURN

Matt oversees IHCDA’s Real Estate Development department to ensure resources are used to accomplish agency priorities while complying with Federal and State regulations. This includes allocation and compliance oversight for the Low-income Housing Tax Credit, TCAP, HOME, Community Development Block Grant (CDBG and CDBG-D), Housing Trust Fund, Indiana Affordable Housing and Community Development Fund, and Housing Choice Voucher programs as well as planning, training, and technical assistance for the Indiana Supportive Housing Institute and other supportive housing initiatives.

Matt is also the lead for IHCDA’s disaster recovery efforts and is designated as the State Disaster Housing Manager responsible for working with the Indiana Department of Homeland Security on planning committees and recovery efforts. Matt joined IHCDA in 2008 and previously held the positions of Deputy Director of Compliance and Asset Management, Compliance and Asset Manager, and Multi-Family Monitor.

Matt serves on the Housing Credit Certified Professional (HCCP) Board of Governors and on the National Compliance Professional (NCP) and Affordable Housing Association of Indiana (AHAIN) advisory boards. He is also a Steering Committee member for the Back Home in Indiana Alliance, an organization dedicated to increasing the availability of affordable and accessible housing for persons with disabilities throughout Indiana.

Matt holds the HCCP, NCP-E, SCS, TCS, and TaCCs industry certifications and a B.A. in Political Science from Hanover College. He has also completed training programs related to HOME, CDBG, project development, and disaster recovery.
