This is a Management & Occupancy Training which covers the HUD MOR process, HUD Form 9834, Tenant File Requirements and Leasing and Occupancy. We will also cover the use of HUD EIV's system.

TUESDAY, JULY 17, 2018

8-9 a.m. – Registration Open

9-10:30 a.m. – MOR History and Process Overview
Learn the history of the MOR process and details of how MORS are currently being funded, scheduled and conducted. We will also discuss HUD’s plans for implementing Risk Based Approach to MORs in the future.

10:30-10:45 a.m. – Coffee Break

10:45 a.m.-Noon – Details of HUD Form 9834 Sections (Desk Review, On-Site Review, Summary Report)
During this session we will discuss the individual sections of the HUD Form 9834 used during the MOR process. We will discuss Part 1 - The Desk Review Process, Part II – The Onsite Review Questionnaire including the individual categories that are reviewed evaluated during the Onsite Review and included in the MOR Summary Report. We will also discuss how the overall MOR Summary Report Rating is determined and assigned based on evidence and observations obtained during the Onsite Review.

Noon-1:15 p.m. – Lunch provided by AHAIN

1:15-3 p.m. – Addendum A Tenant File Review Checklist
During this session we will review and discuss the HUD Addendum A File Review Checklist used during the Onsite Review portion of the MOR. The Addendum A File Review Checklists are required to be completed by the reviewer for each tenant file reviewed, and we will discuss how the results of each Addendum A File Review checklist are incorporated into the MOR Summary Report and directly impact the rating of the Leasing & Occupancy Section.

3-3:15 p.m. – Break

3:15-5 p.m. – Resolving MOR Findings and Closeout
In this session we will discuss best practices to responding to the MOR Report and how to properly resolve findings cited in the report. We will also discuss how to properly close-out the MOR.

WEDNESDAY, JULY 18, 2018

8-8:30 a.m. – Join us for an All American Breakfast provided by AHAIN

8:30-10:30 a.m. – HUD’s EIV System Overview
The use of HUD’s EIV System is evaluated during the MOR to determine if Owners/Agents are fully utilizing HUD’s EIV System during the application and recertification process, and their day-to-day management of their properties. In this session we will discuss access to and proper use of HUD’s EIV System, discuss the basis of EIV Income Reports and how to address, research, resolve and document the resolution of Income Discrepancies reported in EIV.  

10:30-10:45 a.m. – Coffee Break

10:45 a.m.-Noon – EIV Master Reports and Existing Tenant Search Requirements
In this session we will provide a concise overview of monthly and quarterly EIV reports required to be run and stored in the EIV Master File as well as the requirements for running and using the Existing Tenant Search Report. We will explore where to locate the reports, when to print them, what the information being reported means, how to use the information in the reports, and where to file them.

1:15-3 p.m. – Resolving EIV Discrepancies
EIV Income Discrepancies are a common occurrence that Owners/Agents experience during management of their properties. Resolution of Income Discrepancies and proper documentation of resolution is evaluated by the reviewer during the MOR process and have a direct impact on the Leasing & Occupancy category rating. In this session we will discuss how to determine if the discrepancy is valid, how to properly calculate the income during the applicable Period of Income to resolve the discrepancy and how document resolution in the tenant files.

ABOUT THE INSTRUCTOR

Jeanette Claus, CPA, COS, TaCCs

Property Management Consulting Services, Inc. (PMCS)

Ms. Claus is a graduate of Syracuse University with a Bachelor of Science degree in Accounting, Magna Cum Laude, and is a Certified Public Accountant. She was a senior level accountant with a local accounting firm before moving into a controller’s position for a property management company. In that role she was responsible for all management, accounting and budget functions, as well as developing and implementing long-term financial strategies.

Ms. Claus has over 40 years of experience in all phases of accounting and over 35 years of experience in the property management industry—training, consulting, HUD & LIHTC reviews, and compliance processing; former owner of PMCS, established in 1989. Her years of accounting experience coupled with her knowledge of affordable housing compliance requirements prompted the development of ICAP.

In the fall of 2000, Ms. Claus established Independent CA Professionals, LLC (ICAP) to respond to the needs of the newly awarded HUD Performance Based Contract Administration (PBCA) Annual Contribution Contracts (ACC) initiative for the HUD Project Based Section 8 program.

Ms. Claus works closely with the TRACS team in Washington, presenting findings and discussing issues with HUD’s TRACS and EIV subsystems. Ms. Claus aggressively stays abreast of the TRACS changes and is an educator in the affordable housing industry. She works at the site level, owner/agent level and the CA (PBCA & TCA) level in her training of TRACS, EIV and other topics and challenges in the affordable housing industry.

Ms. Claus is a Certified Public Accountant, a Certified Occupancy Specialist (COS - National Center for Housing Management), and also has her Low-Income Housing Tax Credit Compliance Certification (TaCCs – Quadel Consulting Corporation). She is a member of the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants, NAHMA, JAHMA, and PennDel AHMA in the affordable housing industry.

AHAIN Cancellation Policy:

All cancellations must be received in writing by AHAIN on or before July 1, 2018, to receive full refund. Cancellations made after July 1, 2018, will receive 50% refund. Cancellations made after July 8, 2018, or no shows will be responsible for full amount of registration.
